 On behalf of Afriqiyah Airways and Kenyon International Emergency Services, we provide this update on the status of the processing of the personal effects from the accident to Flight 8U-771 on 12 May 2010.Of the 8225 personal effects recovered from the crash site, we have identified a total of 526 items that we can associate to an individual loved one. We have been in contact with the families that the associated items belong to and have commenced the restoration and return of these items to the familiesin accordance with individual wishes. As of March 17, 2011 we have delivered 146 associated items to families. We are still waiting to receive claim forms for the remaining associated items.

 At the request of the families we extended the deadline for receiving unassociated item claims to 4th April 2011 to allow them sufficient time to make a claim on items that they believe belonged to their loved one. If there are multiple claims against an item Kenyon will begin communicating with the families involved to resolve any conflict and establish ownership of the items. If there are single claims against any item after April 4th they will be shipped as soon as possible according to the wishes of the family.

Afriqiyah Airways and Kenyon International Emergency Services are very sorry for the loss of your loved ones. we also understand that for many of you the safeguarding and dignified return of the personal belongings is of great urgency and importance. Afriqiyah Airways in keeping with best practice has asked Kenyon to recover and return all the personal belongings from the loss of  Afriqiyah Airways flight 771.

Some of the personal effects were recovered by the Libyan authorities. Custody of those items was transferred to Kenyon. Additionally, in conjunction with the Libyan authorities, and Afriqiyah Airways, Kenyon teams recovered several thousand items of property from the accident scene. All of these items were transported to the Kenyon facility in Bracknell, the United Kingdom.

Kenyon has inventoried photographed and attempted to link as many items as possible to loved ones. In this process we have linked 418 belongings to specific passengers and crew. Kenyon calls these "associated personal effects". The remaining 7800 belongings that Kenyon cannot link to a specific passenger and crew are called by Kenyon "unassociated personal effects". These belongings have been compiled into a photographic catalogue which will be distributed to families so they may try to identify and claim these belongings.

As part of the Libyan judicial process, the completed inventory and photographic catalogue are being reviewed by the prosecutor charged with the overall investigation. This is standard practice in many countries. Once the prosecutor's approval is obtained, the return of items identified as belonging to a specific passenger will begin immediately

We try treat all families equally, which means providing information about the process at the same time and in the same manner to every family and it was only recently that the full contact details of all the next of kin were established. It also means working with the various governments and laws for the return of deceased's property.

The accident of Afriqiyah Airways flight 8U 771 on 12th of May 2010 is still investigated in accordance with ICAO annex 13 led by the Libyan civil aviation investigators who are assisted by representatives from:

1/BEA (Bureau d'Enquêtes et d'Analyses) France

2/NTSB (National Transport Safety Board) USA

3/Dutch Civil Aviation Authority

Just like all the families concerned we are awaiting the findings of the independent investigators.  We have asked the investigators to disclose their findings as soon as possible.  We do realise, however, that the investigation is being conducted thoroughly and that this may take time.  Thus, the investigators may not yet be able to report their findings.

REPATRIATION OF THE VICTIMS’ REMAINS OF 12 MAY ACCIDENT.

AT THE REQUEST OF THE NEXT OF KIN OF 12 MAY ACCIDENT CASUALTIES, THE REMAINS OF 91 VICTIMS WERE REPATRIATED TO THEIR RESPECTIVE COUNTRIES.  REPATRIATION COMMENCED ON 27 MAY 2010, AND WAS COMPLETED ON 24 JUNE 2010.

MEMORIAL SERVICE HELD IN THE NETHERLANDS.

HER MAJESTY THE QUEEN OF THE NETHERLANDS, THE DUTCH PRIME MINISTER AND THE GENERAL SECRETARY OF THE MINISTRY OF FOREIGN AFFAIRS WERE AT A MEMORIAL SERVICE FOR REMEMBRANCE OF THE LOST PASSENGERS ON THE DOOMED FLIGHT OF 12 MAY, HELD IN THE HAGUE, ON 30 JUNE 2010. ALSO PRESENT UPON INVITATION WERE, THE CHIEF EXECUTIVE OFFFICER, INTERNATIONAL RELATIONS MANAGER AND HOLLAND AREA MANAGERS OF AFRIQIYAH AIRWAYS.

A GATHERING OF REMEMBERANCE HELD FOR THE CREW IN TRIPOLI.

FAMILIES AND FRIENDS OF THE CREW MEMBERS WHO PERISHED ON THE DOOMED FLIGHT OF 12 MAY WERE INVITED TO A GATHERING OF REMEBRANCE ON THE 3RD. OF JULY 2010. ALSO INVITED WERE SEVERAL OFFICIALS INCLUDING THE MINISTER OF TRANSPORT. A NUMBER OF SPEACHES WERE DELIVERED BY SEVERAL DIGNATRIES INCLUDING THE CHAIRMAN OF THE LIBYAN AFRICAN AVIATION HOLDING COMPANY AND THE CEO OF AFRIQIYAH AIRWAYS.

DUTCH FAMILIES VISIT TO THE CRASH SITE.

AFRIQIYAH AIRWAYS ORGANISED A VISIT FOR THE NEXT OF KIN , RELATIVES AND FRIENDS OF THE DUTCH VICTIMS TO THE CRASH SITE BETWEEN 23 AND 25 JULY. THE GROUP TRAVELLED FROM AMSTERDAM TO TRIPOLI ON THE 23RD. OF JULY AND WERE MET BY HIS EXCELLENCY THE AMBASSADOR OF THE NETHERLANDS IN LIBYA  AND REPRESENTATIVES OF AFRIQIYAH AIRWAYS. THE VISIT TO THE SITE OCCURRED ON 24 JULY. FLOWERS WERE PLACED BY THOSE PRESENT AT A SELECTED POINT. THE GROUP LEFT TO HOLLAND THE DAY AFTER.

CASUALTIES’ PERSONAL EFFECTS.

THE PERSONAL EFFECTS OF THE CASUALTIES OF THE 12TH. MAY 2010 AIR CRASH WERE COLLECTED BY KENYON AND DISPATCHED TO THEIR HEAD QUARTERS NEAR LONDON, UK. KENYON WILL PROCESS THE BELONGINGS FOR POSSIBLE IDENTIFICATION AND DELIVERY TO NEXT OF KIN.

Afriqiyah Airways has commenced the clearance of the accident site of flight 8U 771 .At this time, due to the airfield security restrictions and the potential risks from clearance machinery, access to the site is strictly limited to trained and specially equipped recovery and restoration teams. Following the removal of the aircraft debris, the site will be restored to its previous condition. Some family members have asked for access to the site and I hope that they will understand if we have to deny their requests during this period. Afriqiyah Airways is currently working with effected nations and with family members to determine a suitable and lasting memorial to the victims of this tragic accident. We will provide more details of this memorial as our plans mature.

On 27th May2010, the first international victim of the tragic accident of 12th of May was returned to her family and friends in the Netherlands.  Many senior government and diplomatic staff were at Tripoli International Airport accompanied by the management of Afriqiyah Airways.  It was a poignant moment as they watched the flight depart but it was also a positive indication that everything possible is being done to identify and return home all of the victims of the accident.

Communication with families

Afriqiyah Airways opened a dedicated Call Centre for families to collect and provide contact information and to make travel arrangements to Tripoli for those who wished to travel.  Additionally, national governments opened their own Call Centers.

Afriqiyah Airways immediately assembled data management teams who have been collecting contact information from families. This information is needed to establish direct communication with families for the return of their loved ones, their personal belongings and to offer immediate support.

The identification process

Local government authorities have recovered the deceased and transported them to two local hospitals. International teams from the Netherlands, as well as other countries are cooperating to the highest standards to support this effort. Identification efforts have begun and are progressing based on international standards. Some individuals have been identified and released to families.

Unfortunately the circumstances of this loss are such that some identification processes will involve multiple scientific disciplines and examinations. This may take several weeks to complete. 

Afriqiyah Airways understands how distressing it is for families to wait. We fully support the government’s process to ensure that all families have the opportunity to receive their loved ones. Afriqiyah Airways also understands that there are different religious customs and needs and is working to accommodate those by consulting appropriate religious leaders and coordinating these efforts directly with nations involved.

The repatriation process

Once identification is complete and appropriate documents including death certificates are issued, the deceased will be repatriated in accordance with the wishes of the legal next of kin.

Many national governments have undertaken a direct role in this process, including direct communication with families and making arrangements for their repatriations.

Family Assistance Centre

Immediately after the accident, Afriqiyah Airways established a Family Assistance Centre at a hotel in Tripoli. Travel and lodging was offered to all families and provided for those who decided to travel to Tripoli. Daily briefings continue to be provided to families.

Financial support to families

Afriqiyah Airways also understands that families may have immediate financial needs and would like to offer immediate assistance to the legal next of kin of the deceased. Each family that has contacted Afriqiyah Airways and provided contact details will receive private correspondence with the information on the mechanisms for this assistance. This information will be provided by our representatives in different countries.

The support process is governed by national and international laws. There is a dedicated team who will work with families and their representatives to provide this support. Families will be given direct contact details.

Afriqiyah Airways understands and respects the families need for privacy at this time.  We will provide immediate assistance and invite families to contact our representatives when they are ready to do so.

The accident investigation

The investigation of the aircraft accident is governed by national and international protocols. The most notable of these is the international agreement named ‘Convention on International Civil Aviation Organization – ICAO Annex 13 Aircraft Accident and Incident Investigation’. This agreement calls for multiple, international participants in the investigation. These participants include aircraft, engine and component manufactures and investigators from those countries that certify those organizations. Typically investigations take months to complete or even issue preliminary reports. Libya is leading the investigation in accordance with ICAO Annex 13 with accredited international representatives. Afriqiyah Airways understands and respects that all families want information about what caused this terrible tragedy, as does Afriqiyah Airways. We also understand that many unofficial sources will continue to offer possible explanations and probable causes. We kindly ask you all not to speculate until the official report is completed and the factual sequence of events have been determined. Anything else is just a speculation.

The accident site

The accident site has been secured and guarded by the Libyan authorities. This is an international, standard procedure. When the investigators are satisfied that they have collected all evidences, the site will be released to a team of experts who will recover and remove all wreckage. The wreckage will be stored in a safe place for future reference.
As requested by families, Afriqiyah Airways arranged visits to the accident site for families to pay their respect.

Personal effects

Afriqiyah Airways understands that the return of personal belongings carry significant value and attachment for many families.

Once the accident site is released by investigators, a team of experts will search for and recover the personal belongings of the persons directly affected. These belongings will be safeguarded and inventoried. Families will then be contacted and the personal belongings will be offered for humble return presented in the nicest possible way.

Retired flight number

Afriqiyah Airways has officially retired the flight number 771 and it will never be used again.

Safe return to the Netherlands
We can confirm the safe return to the Netherlands of Ruben Vanassouw. The medical care will have to continue. We wish him, his family and his relatives the best possible future.

Family Assistance Centre
Afriqiyah Airways would like to inform about the opening of the Family Assistance Centre at a hotel in Tripoli. The centre is open for family members and relatives. The care provided is of international standard and is available to all related.

Press Centre
The Press Centre in Tripoli is currently handling a significant media interest and will continue to serve the media.

Release of the Passenger Manifest
The procedure of releasing the Passenger Manifest was completed this morning. The Passenger Manifest was communicated to the related embassies. Any questions relating to the content of the Passenger Manifest should be addressed to the related embassy.

Meeting with family members and relatives
The Afriqiyah executive team led by the Chairman of the Board and the CEO, today met the first group of family members and relatives at a hotel in Tripoli. The Chairman of the Board offered his sincere condolences on behalf of the airline. After a question and answer session, individual conversations were held and information exchanged.

 
Some of the family members and relatives wanted to pay their respect by visiting the area of the accident. This was arranged and   flowers placed.

Casualty nationality identified

Nationality of the last casualty of 68 Dutch citizens has now been established. All competent authorities has been made aware of the fact.

Afriqiyah Airways wishes to express its deepest gratitude to all those who sent their condolences either by mail, email or by visiting the company premises that includes  but not limited to all local and International Airlines and Organizations, public services, general public committee for health and environment, general public committee for transportation, general public committee for justice and security and all airport staff who played a very distinguished role in search and rescue at the site and voluntarily showed very honorable attitude towards helping the victims.

Dr. Saif El-Islam Gaddafi president of Gaddafi International Charity and Development Foundation ,accompanied by Capt. Sabri Shadi the chairman of Afriqiyah had paid a visit to the only survivor of the flight ( Dutch child  Ruben Vanassouw ) in Tripoli hospital , the medical conditions of the child are improving.

Afriqiyah Airways confirms as per the information received from the Libyan authorities the death of the 103 passengers on board flight 8U 771 from Johannesburg to Tripoli 12th May 2010. Only one survived the accident (a Dutch child).

Afriqiyah Airways is working together with the South African immigration and airport Authorities to determine the exact identities and nationalities of the passengers on board of flight 771 that was tragically lost this morning.

We are very sorry to announce the tragic loss of Afriqiyah airways flight 8u 771 from Johannesburg in an accident during landing at Tripoli international airport at 04:00 UTC. (06:00 am Tripoli time) today Wednesday 12 may. We extend our deepest sympathy to the families and friends of the victims.The search and rescue mission has now been completed and casualties have been moved to various hospitals. The secretariat of health will issue a statement on the condition of these casualties.

Afriqiyah Airways announce that our flight 8U771 had an accident during landing at Tripoli International airport at 04:00 UTC. (06:00 AM Tripoli time) today Wednesday 12 May.
At this moment we have no information concerning possible casualties or survivors. Our information is that  there were 93 passenger and 11 crew aboard. The competent authorities are conducting the search and rescue mission.
